VICE-CHANCELLOR’S OFFICE

1. DEPARTMENT OF PHYSICAL PLANNING, WORKS AND ESTATES

1.1 Quantity Surveying Technician (1 Post)

Qualifications
• Minimum of a Higher National Diploma (HND) qualification in Quantity Surveying.
• Possession of a Certificate in Project Management is an added advantage.

Experience and Qualities
• Minimum of three (3) years post qualification experience.
• A team player.
• Ability to use Microsoft Office Package and Quantity Surveying software.
• Knowledge of the Tendering Process.
• Able to work under minimum supervision.
• Ability to read construction drawings.

Duties and Responsibilities
• Attends meetings with various University Departments/Units to document requirements for projects in order to prepare project scopes and/or bills of quantities as required.
• Measuring construction works for University infrastructural projects.
• Assists in the Technical Evaluation of tenders.
• Preparing projects cost estimates and material schedules.
• Preparing of projects cost variation schedules and project cost reconciliations.
• Advising on project cost cutting measures.
• Liaise with the Department’s Clerk of Works on project sites to obtain relevant information on ongoing and completed construction works.

1.2 DEPARTMENT OF INFORMATION, MARKETING AND PUBLIC RELATIONS

1.2.1 Social Media Specialist (1 Post)

Qualifications and Experience
• A good first degree in Journalism, Media, Marketing, Advertising, Communication, Digital Media or related field.
• Five (5) Ordinary Level passes, including English Language and Mathematics.
• Knowledge of digital marketing tools.
• At least two (2) years proven working experience in social media marketing or as a digital media specialist.
• Excellent, writing, editing (photo/video/text), presentation, and communication skills.
• Ability to demonstrate social networking experience and social analytics tools knowledge.
• Adequate knowledge of web design and web development.
• Knowledge of online marketing and a good understanding of major marketing channels.
• Positive attitude, detail, and customer-oriented with good multitasking and organisational ability.

Duties and Responsibilities
• Build and execute social media strategy through competitive research, platform determination, messaging, and audience identification.
• Generate, edit, publish and share daily content (original text, images, video or HTML) that builds meaningful connections and encourages community members to take action.
• Optimise company pages within each platform to increase the visibility of the company’s social content.
• Designing, implementing and evaluating social media campaigns.
• Creating content strategies and cross-platform reports.
• Continuously improve GSU social media sites by capturing and analysing the appropriate social data/metrics, insights, and best practices, and then acting on the information.
• Collaborate with other departments (academic, non-academic and SRC) to manage reputation, identify key players, and coordinate actions.

1.3 SECURITY SECTION

1.3.1 Security Guard (4 Posts)

The ideal applicants should possess the following qualifications:

• Certificate in Security Studies or Law & Policing or Prosecution.
• A minimum of two (2) years’ experience in the security field.

Duties and Responsibilities
• Reports to the Campus Security Services Sergeant.
• Mans the Gatehouse, Public Enquiries Counter (PEC).
• Receives reports from complainants and records statements.
• Makes and maintains daily Occurrence Book records.
• Makes follow-ups on crime-threats and high risks areas on campus.
• Oversees the establishment and enforcement of access-control systems.
• Monitors all access-control facilities within campus.
• Ensures the safety and security of all staff, students and visitors on Campus at all times.
• Capacity to handle confidential information a requisite
• Monitors and controls problem animals within campus premises.
• Performs all loss control duties.
• Performs farm security duties.
• Conducts stop and search duties, and BEAT roving patrols as necessary.
• Performs crowd control duties and maintain campus order.
• Hoists and lower flags daily and timeously.

1.4 PROCUREMENT MANAGEMENT UNIT

1.4.1 Procurement Officer (1 Post)

Qualifications and Experience
• A first degree in Procurement/Purchasing/Logistics/ Supply Chain.
• 5 Ordinary levels including Mathematics and English.
• At least one (1) year post qualification experience in any of the above-stated fields.
• Experience in Public Procurement will be an added advantage.

Skills and Attributes
• Should have a good understanding of public supply chain procedures,
• Working knowledge of a Procurement software.

Duties and Responsibilities
• Executing the University Procurement plan.
• Preparing tender documents for procurement requirements.

1.4.2 Stores Officer/ Stores Controller (1 Post)

Qualifications and Experience
• A first degree in Procurement/Logistics/ Supply Chain/Materials Management/ Stores Management
• 5 Ordinary levels including Mathematics and English
• At least one (1) year post qualification experience in any of the above-stated fields.
Skills and Attributes
• Should have a good understanding of supply chain procedures.
• Working knowledge of inventory management software.
• Excellent organization skills, and good communication.

Duties and Responsibilities
• Ensuring that the University’s stock levels timeously meet business/ project needs.
• Monitoring replenishing levels, deliveries and internal transfers between departments.
• Forecasting supply and demand to prevent overstocking and stockouts.
• Submit purchase details to internal databases, initiate orders to replenish goods as required.
• Track shipments, and address any delays.
• Coordinate regular inventory audits, and liaise with warehouse staff and other internal teams to test products’ quality.
• Directly supervise stores staff.
• Track discrepancies and take corrective measures.
• Conducting stock checks and completing a Stock Status report.
• Maintaining and promoting a safe and hygienic environment in the Stores section.

1.4.3 Stores Clerk (2 Posts)

Qualifications and Experience
• A National Diploma/ Institute of Administration and Commerce (IAC) Diploma in Stores Management/Materials Management/ Procurement and Supply/ Supply Chain/ Logistics/Transport.
• Five (5) Ordinary Level Passes including English Language and Mathematics.
• A minimum of one (1) year relevant post qualification experience in any of the above-stated fields.
• Must have analytical, problem solving and communication skills.
• A working knowledge of an inventory management software will be an added advantage

Duties and Responsibilities
• Inspecting, receiving and stocking goods.
• Issuing and transferring goods.
• Returning goods to supplier.
• Updating inventory records.
• Actively participate in stock-taking.
• Monitor stock status and movements and complete a Stock Status report.

1.5 AGRO-INNOVATION HUB AND INDUSTRIAL PARK

1.5.1 Farm Clerk (1 Post)

Qualifications and Experience
• Five (5) Ordinary Level Passes including English Language and Mathematics/Principles of Accounts.
• A National Certificate in Agriculture/Accounting.
• At least one (1) year experience in the agricultural or accounting field.
• Strong written and verbal skills a must.
• Knowledge of various agricultural enterprises like beef, small ruminants, monogastrics and crop fodder production is an added advantage.

Duties and Responsibilities
• Proper record keeping and filing.
• Recording all data into software in accordance with weekly and monthly returns.
• Managing and advising management on stock levels.
• Compiling orders in liaison with other offices.
• Receipting and Reconciliation of farm produce and cash received.
• Day to day farm administration.
• Stores management and items issuance.
• Asset protection i.e. verification of the accuracy and validity of orders and ensuring proper weighing, bagging and storage of harvested crops.
• Any other duties assigned by the General Manager.

1.6. DEPARTMENT OF INFORMATION AND COMMUNICATION TECHNOLOGY

1.6.1 Software Development Manager (1 Post)

Qualifications and Experience
• The preferred candidate should possess a Master’s Degree in Computer
Science/ Computer Engineering /Information Technology/ Information
Systems/ Software Engineering.
• Additionally, a Bachelor’s Degree in Computer Science/Computer
Engineering/ Information Technology/Information Systems/Software
Engineering.
• Proficiency in at least one (1) of the following: Structured Query
Language (SQL), server management and configuration, cyber security,
data analytics, mobile application development, cloud computing or
virtualization is considered an added advantage.
• Candidates must have experience in leading development teams and a
track record of designing, deploying, and integrating software solutions.
• A minimum of five (5) years of software development experience with
verifiable software implementation successes are essential.

Duties and Responsibilities
• Defining SMART objectives for team members to meet project deadlines
and ensuring adherence to timelines and best practices.
• Overseeing all activities within the software development team.
• Providing mentorship and guidance to team members to foster enhanced
productivity.
• Ensuring the diligent execution of appropriate software development
procedures and processes
• Addressing performance issues and making necessary adjustments when
required.
• Continuously monitoring, evaluating, and ensuring the successful
completion of tasks and projects.
• Executing design plans, reviewing unit tests, and conducting testing and

2. BURSAR’S DEPARTMENT

2.1 Deputy Bursar, Planning, Systems and Projects (1 Post)

Qualifications and Experience
• Candidates should hold, in the first instance, an Accounting Degree and should, in addition hold a MSc in Accounting and or Finance or an MBA (Finance and Accounting), or equivalent.
• Membership of a valid professional qualification (CA, CIMA, ACCA, CIS or equivalent).
• Candidates should have a sound knowledge of standard accounting principles and practices, strategic planning, budgeting and budgetary control and working knowledge of computerised accounting systems.
• Candidates should have functioned at senior managerial level in either public or private sector.
• At least five years relevant experience of which two should be on a senior position.
• Sound knowledge of IPSAS an added advantage.

Duties and Responsibilities
• Development, monitoring, evaluation and reviewing of financial regulations, policies and Standard Operating Procedures in liaison with the Bursar.
• Coordinating budgetary preparation, planning, consolidation and control of approved budgets of the University.
• Appraisal in liaison with Faculties/Units/Departments’ project planning, proposals and providing financial guidance in implementation of projects.
• Management of projects funds and specific funds.
• Monitoring the financial health and performance of Strategic business units
including University Agro-Innovation Projects, Manufacturing Units, and Other University projects.
• Identify, monitor, and report on income generating activities for the University including canteen, kiosk, and any other.
• Authorisation of expenditure and approval of payments for all Projects’ Accounts including the Research Board Project Account.
• Preparation and Analysis of accounts and operations to establish project performance including compliance with accounting procedures, applicable laws and regulations.
• Preparation of periodic and annual Project Financial Reports.
• Ensuring compliance with the Procurement Regulatory Authority of Zimbabwe procedures and University financial regulations.
• Performance Management of staff in the Planning and Projects Section.
• Provision of secretariat services to University Committees.
• Monitoring, control, appropriate allocation or classification of expenditure.
• Maintenance of an accurate up-to-date Asset Register.
• Coordination of periodic and ad hoc stock counts.
• Management and procurement of fuel.
• Assisting in the preparation and management of Year-end Annual Audits.
• Any other related duties as assigned by the Bursar.

3. REGISTRAR’S DEPARTMENT

3.1. Deputy Registrar, Human Resources and Administration (1 Post)

The Deputy Registrar, Human Resources is part of the Senior Management Team, responsible for the management of the University’s human capital.

Qualifications and Experience
• A Bachelor’s degree in Human Resources Management;
• A Master’s Degree in Human Resources Management or Strategic Management;
• An Institute of People Management of Zimbabwe (IPMZ) professional qualification is an added advantage;
• At least five (5) years post-qualification experience, four (4) of which should be at managerial level in the Public or Private Sector;
• Knowledge of Paywell Payroll and HR system is a requirement;
• Applicants should be mature, be of high integrity, have excellent written and oral communication skills, have good interpersonal and organizational skills and have the ability to multi task.

Reporting to the Registrar, the Deputy Registrar, Human Resources and Administration shall be responsible for:

Duties and Responsibilities
• Management and coordination of staff recruitment and selection processes;
• Development, monitoring, evaluation and reviewing of Human Resources and Administrative; policies and Standard Operating Procedures in liaison with the Registrar;
• Oversee the development of job descriptions and review process;
• Ensuring compliance with Labour Laws, related legislation and University
policies;
• Monitoring payroll administration and conducting regular payroll checks;
• Managing the administration of staff promotions and advancements;
• Developing staff development programmes and human capacity building;

• Providing guidance to Management on staff grievances and disciplinary matters;

3.2 Senior Assistant Registrar, Admissions and Student Records (1 Post)

Qualifications and Experience
• The ideal applicants should possess five (5) Ordinary Level Passes including English Language.
• A Bachelor’s Degree in any of the following areas: Records Keeping / Management Sciences/Administration/Statistics/Mathematics/Operations Research.
• A Master’s Degree in Records Keeping/ Management Sciences / Administration/Statistics / Mathematics /Operations Research
• At least two (2) years’ experience in any of the following; Admission of students in a tertiary institution, Faculty/Department Administration in a University, record keeping in the Private/Public Sector or managing statistics in the Private or Private Sector.

Duties and Responsibilities
The Senior Assistant Registrar, Admissions and Student Records will be responsible for the following;
• Management of the University Admissions systems, procedures and processes.
• Management of student recruitment, admission, registration and maintaining an up to date record.
• Manages and ensures the accuracy of Student Records and Statistics.
• Design, distribute and receive application forms in collaboration with the Deputy Registrar, Academic Affairs.
• Design and facilitate student recruitment advertisements.
• Issue admission letters to admitted students.
• Manage a student database and generate reports as required.
• Perform Secretariat duties to University committees.

3.3 Administrative Assistant, Student Admissions, Records and Registration (1 Post)

Qualifications and Experience
• The ideal applicants should possess five (5) Ordinary Level Passes including English Language.
• A Bachelor of Science Honours Degree in Records and Archives Management from a reputable University.
• At least one (1) year experience in a records and archives management environment or dealing with students in a Higher and Tertiary institution.
• Computer literacy will be a distinct advantage.

Duties and Responsibilities
The Administrative Assistant, Student Admissions, Records and Registration will be responsible for the following;
• Recruitment, admission and registration of students.
• Assessing student applications.
• Providing professional advice and guidance on admission and recruitment processes and procedures.
• Attending to queries related to admissions, fees and registration.
• Issuing admission letters.
• Producing and disseminating admission and registration statistics.
• Keeping up to date student records.
• Marketing University programmes to prospective students.
• Providing Secretarial duties.

3.4. Secretary (3 Posts)

Qualifications
• A minimum of a National Diploma in Secretarial Studies (HEXCO).
• At least five (5) Ordinary Level Passes including English Language.

Experience and Qualities
• A minimum of one (1) year relevant post qualification experience.
• Computer literacy is a must.
• Excellent interpersonal and communication skills.
• Good organisation skills.
• Ability to handle confidential matters.
• Excellent attention to detail, including proof reading skills and the ability to maintain a high level of accuracy.
• Candidates must be of mature disposition with initiative, be able to work under pressure with minimum supervision and be proficient in English.

4. LIBRARY DEPARTMENT

4.1 Assistant Librarian / Senior Assistant Librarian – Scholarly Communication (1 Post)

Qualifications and Experience
Applicants must have a Bachelor’s Degree in Library and Information Science plus at least two (2) years’ experience working in an Academic or Research Library.
A Masters’ Degree in Library and Information Science would be an added advantage.

Duties and Responsibilities
The Assistant Librarian: Scholarly Communications will support the creation and digitizing of the University’s intellectual output.
The incumbent will be responsible for:
• Administration of the Digital2 and Scholarly Communication Unit;
• Spearheading the formulation and implementation of policies, procedures relating scholarly communications / digital scholarship programmes, processes and activities;
• Providing strategic maintenance and support for the Institutional Repository, Digital Library and Online Journal Platforms;
• Providing strategic support for the setting up and management of the University’s online journal systems;
• Developing, identifying and managing services and programmes related to research visibility, open science, open licensing, open access and related digital scholarship and scholarly communications initiatives;
• Providing digital scholarship and scholarly communications research consultations and instruction services for patrons;
• Developing and delivering digital scholarship and research support services using library-supported software platforms;
• Conducting workshops and training for library users on utilising digital resources, information literacy, scholarly communication practices such as copyright compliance;
• Supporting research support throughout the research cycle through identification and provision of support or expertise;
• Provide reference services to users in person, on the phone, via e-mail and through social media platforms;
• The incumbent’s core responsibility is to guide the technological development of the library; and
• Supervising and guiding staff in the Unit.

Faculty Liaison
• Organising and conducting training on information literacy, e-resources usage, reference management tools and other research support services to both students and lecturers in the designated Faculty.
• Faculty Liaison to facilitate collection development.
• Producing research guides utilising Subject Plus.
• Conducting assessment needs as well as monitoring the information needs of students, academic staff and administrators in the respective faculty.

4.2 Assistant / Senior Assistant Librarian – Client Services (1 Post)

Qualifications and Experience
Applicants must have a Bachelor’s Degree in Library and Information Science plus at least two (2) years’ experience working in an Academic or Research Library.
A Masters’ Degree in Library and information Science would be an added advantage.

Duties and Responsibilities
• Administration of the Client Services Unit
• Ensuring the availability of teaching and learning resources (print and electronic) to all users;
• Answering queries and advising all users on how to get relevant knowledge and information from various print and digital sources for their teaching, learning, research, community engagements, innovation and industrialization activities in the University;
• Providing learner support through subject liaison, information literacy skills training including user instruction in discipline-specific research and learning commons;
• Ensuring flexibility and adaptability to evolving library technologies and changing user needs.
• Supervision of circulation services staff, scheduling staff at all public service points to ensure consistent service delivery, formulation of circulation policies, rules and regulations for students in consultation with the Sub Librarian
• Ensuring equitable circulation of resources.
• The incumbent will contribute to collection development by actively monitoring and assessing the needs and interests of library users.
• The incumbent will engage in outreach activities to promote library services and resources, conduct user education programs, workshops, and training sessions to enhance users’ information literacy skills.
• The incumbent will gather user feedback, assess user satisfaction, and evaluate the effectiveness of library services so as to identify areas for improvement and informs decision-making processes within the library.

Faculty Liaison

Qualifications and Experience
Applicants must have a Bachelor’s Degree in Library and Information Science plus at least two (2) years’ experience working in an Academic or Research Library.
A Masters’ Degree in Library and information Science would be an added advantage.

Duties and Responsibilities
The duties and responsibilities will include the following:
• Administration of the Research Support Services Department including designing and developing a research support services framework.
• Providing advice and guidance on issues related to the provision of research support services in the University Library.
• Developing and assisting in the delivery of a coordinated Research Support Services programme of advocacy and training events for library staff, students and support staff.
• Offering guidance on effective search strategies and citation/reference management system to researchers and students.
• Assisting researchers creating and managing researcher profiles on different platforms such as Research Gate.
• Staying up-to-date with the latest trends, tools, and best practices in Research Support Services in Academic Libraries. This ensures that the Assistant Librarian can effectively assist users in navigating the ever-evolving landscape of scholarly information.
• Maintaining a database of researchers.
• Providing and assisting researchers with research impact metrics such as, customised bibliometrics reports, so as to keep track of their research impact.
• Tracking researchers’ interests and current projects to facilitate document delivery.
• Provide reference services to users in person, on the phone, via e-mail and through social media platforms.
• Supervising of staff in the department

Faculty Liaison
• Organising and conducting training on information literacy skills, e-resources usage, reference management tools and other research support services to both students and lecturers in the designated Faculty.
• Working with departments in the Faculty on collection development.
• Producing research guides.
• Monitoring and determining on a continuous basis, the information needs of students, academic staff and other users in the respective faculty.

1.1. Director of Research, Innovation and Industrialisation (1 Post)

Duties and Responsibilities

The Director of Research, Innovation and Industrialisation is responsible for the following;
• Initiating, implementing, monitoring and evaluating policies, systems and procedures dealing with university research, innovation and industrialization.
• Providing leadership, oversight and direction to faculties and departments in all research, innovation and industrialisation matters.
• Superintending over the establishment and operations of innovation hubs and industrial parks.
• Developing performance benchmarks and quality monitoring and evaluation frameworks for the institution’s innovation hubs and industrial parks.
• Developing mechanisms for promoting innovation and production of goods and services. Facilitating and coordinating collaborations with industry leading to the setting up of industrial hubs and parks.
• Putting in place mechanisms for the protection of intellectual property.
• Developing a research, innovation and industrialisation culture and agenda for Gwanda State University.
• Developing a mentoring programme for emerging researchers and innovators.

Qualifications and Experience
The ideal candidate must be a prominent academic with a proven track record of scholarship, research, publications, collaborations, networking and resource mobilization. He/she must have;
• An earned PhD from a recognized University or institution with specialisation in Agriculture related fields (Animal, Crop and Veterinary Sciences / Irrigation Engineering) and Management/Mining Engineering/ Environmental Engineering / Ecosystems Restoration.
• At least four (4) years post qualification experience in a Research, Innovation or Industrialisation environment.
• Should have at least twelve (12) publications or equivalent such as patents/industrial designs.

1.2. Research and Innovation Lead: Engineering (1 Post)

Qualifications and Experience
• Applicants should have a BSc Degree in Engineering and an MSc Degree in Engineering.
• Applicants should have experience in developing innovative products and a proven track record in multidisciplinary research, collaboration, and/or management of partnerships.
• The ideal candidate should have experience in interacting with students and/or teaching and learning.
• Should have a minimum of eight (8) publications or equivalent such as patents/industrial designs.

Duties and Responsibilities
• Processing of innovation, as well as originating new ideas.
• Scouting and recognizing innovative ideas generated by other people, both within the university and external partners (entrepreneurs, industry) to identify Gwanda State University’s intellectual property (IP) with potential for commercial exploitation.
• Identifying strategies, business opportunities, and new technologies and developing new capabilities and architectures with partners and new business models to serve those opportunities.
• Draft and negotiate engineering related licences, collaboration agreements, inter-institutional agreements, and other contracts related to the commercial development of intellectual property with both commercial partners and collaborating institutions.

2.1 Dean, Faculty of Engineering and the Environment (1 Post)

Qualifications
• The ideal candidate should possess academic and/or professional qualifications from a recognised institution, preferably to the level of a Doctorate Degree in Environmental Engineering, Mining Engineering, Metallurgical Engineering or related field.

Applicants must have a Bachelor of Science (Hons) Degree in Mining Engineering or equivalent with at least an upper second class (2.1) degree classification, a Mine Blasting Licence and at least two (2) years industrial experience in the mining industry. The candidate must be able to assist in research, support field wok and assist in conducting practicals.

Physics Teaching Assistant (1 Post)
Applicants must have a Bachelor of Science (Honours) Degree in Applied Physics or Physics with at least an upper second (2.1) degree classification from a reputable institution. The candidate must be able to assist in research and delivery of lectures. Successful applicants are expected to enrol for a relevant Master’s Degree within the first year of employment.

2.3. Department of Metallurgical Engineering
